It may not be his first choice, but Bush's position is either Iran will capitulate or he'll take out the nuclear facilities. A game of chicken is at play.

I suspect that a show of submission, and evidence of progress, would be enough. The show is already being made, with Iran's negotiator promising to resolve outstanding issues with the IAEA and the public rebukes to MA.

The decision to send more troops into Baghdad and Anbar says that Bush still believes that military power will eventually prevail. Plus, who's got the balls to take us to court?

Court isn't the issue. Bombs on Iran would torpedo any possibility of achieving even a transient appearance of improvement in Iraq. I really don't think Bush wants to do that, at least not while he's gambling on the surge being able to produce some appearance of improvement.
