I am all for Russian tunnels. The burning question is, would there be more traffic accidents above ground in a Russian winters, or in an icy tunnel below ground. If you add it up, the answer is not obvious. (I don't know)

There are several reasons for this accident rate outside the that icy facts. One is the quality of adhesion of Russian winter tires, two is the weight distribution and subsequent skid steerability of their fiat-lada models, (I have personally experienced the lack thereof ), and three seems to be the vertical weight distribution of their large trucks. (high clearance and top heavy).
