Presidents can only sign or not sign entire budgets, not pick and choose between the parts they approve or don't.

Remember, the Supreme Court declared that line-item vetoes are unconstitutional because the Constitution has tasked Congress with the job of drafting budgets.

Thus, the only way to give the President line-item vetoes is via a Constitutional amendment.

Which I think is vastly more essential than banning flag burning or gay marriage.

BTW, Hillary sponsored the flag burning amendment.
