If you think of technology and how cars are designed fitting engine size to car weight and speed performance.

To get maximum fuel economy, the top speed has to be run at maximum torque. To run an engine with maximum torque at 3500 rpm, you get maximum fuel economy. If you run the car at 2200 RPM, then the fuel economy suffers not being able to go up hill. Hyway mileage suffers because most cars are running at less than maximum torque to go up hill. So, gas wastage in usage is less than ideal.

The only car designed for maximum economy is the VW Golf Diesel. Small engine with diesel's maximum torque created economy. 50 MPG run at 80 MPH on all American hyways and turnpikes, day in day out.
