The buyers don't have to look at flood plain maps. They look at the costs. If they can't get insurance or its much more expensive, you get less demand, and thus less supply. When the feds subsidize such insurance, and otherwise make it more available they encourage development in flood prone areas. When they bailout people who didn't buy insurance, they reduce the incentive for developers and buyers to avoid flood zones.
