I didn't get the impression that katelew was saying civil unrest was 'just economic'. However, it is certainly a factor in population centers where high unemployment rates exist and people are struggling to get along in the first place. It is reasonable to expect civil unrest to flare up where conditions are tough and people are not engaged in otherwise productive activities that could improve their lot. In addition, civil unrest is a social condition that has some shared responsibility between those who are not at rest and those with more comforting and restful conditions. The stark division between those conditions being a catalyst for social action and change.
