They should. I always do.

It means you can't get financed. People who move here from other areas often have more than enough equity to outright buy without worrying about financing. Those are the ones with the river side homes and you see them on the roofs as the helicopters pick them up when it floods...

Bottom line, it really doesn't make any difference. The natives can't buy them without financing, but they wouldn't be that foolish in the first place. The builders know the houses will sell, and often at top dollar to someone who doesn't have to be financed.
