However, international law was created after WWII to avoid another world war and it has fulfilled those objectives admirably. You're talking about multilateral treaties and multinational non-governmental organizations like the UN, the Geneva Conventions, the World Trade Order and so on. International law is as old as written language, probably older. The first international laws were designed to facilitate international commerce and trade. Fast forward to the 17th century, the Age of Enlightenment, and you see theorists like Grotius and Pufendorf. But they remain theorists. It's all still voluntary unless you enter into a treaty.
