I think America reacted too hastily to 9/11, and not fast enough to the other attacks on Americans. The reaction should have started 26-Feb-93.

Americas foreign intelligence should have been told to locate every head of al Qaeda or lose your funding. they should have been located and then sufficient force to capture them expended to bring them in chains and prostated in front of the people of the United States. And then President Clinton should have tried and executed the men, all of them who attacked the world trade center. A Government cannot afford to allow terrorists to attack it's nationals. It only encourages them to further efforts.

Of course that brings us to an impass. If Bill Clinton had killed al Qaeda in 1994, what would George Bush have had to do about al Qaeda? Nothing they would already be dead.
