You do realize that the plants Clinton was going to build for them produces waste that is extremely difficult to reprocess into anything weapons grade. So it is just a source of power, as it the fuel oil.

But that isn't the relevant part. Bush has spent 6 years saying that directly negotiating with NK was rewarding them for their bad behavior. Now, we are rewarding them for their bad behavior. Or am I missing some nuance here? It seems that we have wasted 6 years, and now NK has at least primitive nuclear weapons. Which, they didn't before. Odds are excellent that if we kept negotiating with them like we had before, they wouldn't have developed those weapons.
