Worse for whom? Ask the Kurds or the Marsh Arabs, see what response you get. I do realize it's tidier for outside powers when order is maintained by a dictator quietly shovelling the bodies into mass graves "legally".

The CIA is doing what it does best - covering its own sorry a-- by attacking its enemies in the Bush administration. Otherwise, people might remember whose intelligence estimates convinced Bush that we had to go to war. All this stuff brought up afterwards about the Bush administration "cherry-picking" evidence is strictly CYA on the CIA's part. Tenet told Bush it was a "slam-dunk case" for Saddam's WMDs, remember? Was Bush supposed to ignore what the head of the CIA told him?

Every single statement that you see today from the CIA must be viewed in this light. They are far, far from disinterested players.
