The term "occupied" vs. "annexed" is not in any legal dispute as far as I know.

Yes the term is in legal dispute. "Occupied" legally means that Country A has occupied - for whatever reason - territory that belongs to Country B, and is internationally recognized as belonging to Country B.

So my question stands, who is Country B?
