I don't remember the Bush administration calculation on how much the war was going to cost versus the cost of inaction.


They talked about the costs of inaction, about the costs of letting sanctions fall apart and letting Saddam get nukes.

Nobody can budget a war beforehand, that's impossible. It's not an engineering project and the enemy gets a vote in how it comes out.
