I agree there are problems with blame. But the shifting is on both sides. It's quite clear from the actual facts that while mistakes were made in the CIA, they were not mistakes which were pivotal to Mr. Bush's odd policy decisions- since (like you apparently) he wasn't all that concerned about CIA evidence.

Since he wasn't all that concerned about the evidence, and had a war planned before the evidence, the blame shifting would seem to be less sincere when it comes from the White House side- blaming a CIA whose work it really didn't rely for its decisions seems...odd.

I don't know how you can say that Bush depended on CIA intel when Bush ignored all the caveats from the CIA and only fastened on that which meshed with his already laid plans.

There is indeed an established pattern. I'm just not sure the pattern is what you think it is. There are indeed hundreds of points of fact- but I think you've ignored some crucial ones because they didn't fit the function you've already decided on. I certainly wouldn't say the CIA is blameless, but the Bush white house certainly bears the lion's share of the responsibility for this- since they came up with a plan before they had evidence, and then began looking for justifications. Things rarely turn out well when that sort of "planning" is used in the real world- although in fantasy simulations such adventures can be entertaining.
