"True communism" of the type you're talking about not only has never existed on a wide scale, it probably can't exist on a wide scale.

If everyone owns everything, someone still has to make a decision. You can't have everyone vote any time something is to be done with property, so you have government representatives control it. In theory they could be democratically elected, but even then you still have the same type of problem that Nigeria had with the trees and that other socialist or communist countries have had.
