I'm not an expert on this particular weapons system, but it might not even be a huge screw-up. Many very effective systems had a lot of problems early on.

If it does turn out to be an expensive screw-up - You don't think that socialist countries have expensive screw-ups or that when governments make the economic decisions the leaders don't often get rich or make sure their friends get rich from the decisions?

And government contracting of weapons systems is hardly hyper-capitalism. Its a government contract, with government being the only buyer and only a few potential suppliers all of whom are more regulated than the typical company.
