Unfortunately they were basing the "need" portion of the calculation on false ideas. If they had not believed there was exigency, they would not have taken the risk. The "gain" evaporated, as we found there really was no "gain" for us in terms of securing us from a "threat" that wasn't there.

That's the problem with decisions based on imaginings, where you "preempt" something uncertain. It's pretty much the same thing as blowing your neighbor's head off because you "imagine" (because another neighbor told you) that he's plotting something against you. If you blow his head off, and you were wrong about the threat, you're not such a great person, are you?

yeah.

It's like that. That's why I argue against preemptive wars. People are fallible enough with non-preemptive wars- we don't need to compound human error.
