People are underestimating the impact of Windows Vista ROCHESTER HILLS, Michigan, Feb 20 (Reuters) - The ability of Microsoft Corp.'s (MSFT.O: Quote, Profile , Research) new Windows Vista operating system to spur technology spending is being underestimated, Hector Ruiz, chief executive of computer chip maker Advanced Micro Devices Inc., said on Tuesday. "We're very optimistic about Vista and we think people are underestimating the impact it will have," Ruiz told Reuters after a speech at the Detroit Economic Club. "Once people begin to taste it,I really think it will generate a lot of turnover and upgrading of technology at the consumer level."
