It's possible. The Constitution of the country would have to have something indicating that laws which discriminate between people of Pal heritage versus Israeli heritage would be illegal.

There is nothing (as far as I know) inherent in Pal or Isreali citizens that forces them to hate one another. Learning to live in one country as equals will be difficult and require many decades (look at minorities in the USA), but its feasible. The sooner the people that have lived through the hatred of the past 60 years die off, the more likely future generations can live together without that baggage. It works in America, it should be able to work in the Holy Land.
