I disagree. In fact, I believe Bush's foreign policy (not including the whole Iraq saga) has been pretty good in comparison with other presidents. Routing the Taliban, getting real nuclear concessions out of Libya and North Korea, muscling Syria, establishing ties with Pakistan, handcuffing China, and quelling uprisings in Africa are things other presidents either failed at or didn't bother to try.
