And because of that, why develop the technology to reprocess fuel rods? They would have run a high risk of failure. Much simpler to stick with the other reactors. "Also they had a parallel uranium enrichment program." The big loophole in the agreement. Which should have been fixed instead of essentially chucking the whole thing. Besides, getting the centrifuges to work in large enough cascades to produce weapons grade uranium is a non-trivial task. Given that their test was relatively a dud, it very well may be that their technology just isn't up to snuff.
