Congress has the means to stop Bush, you and I don't directly.

Congress has chosen not to stop Bush. Democrats won the election, they have no intention of honoring their campaign rhetoric.

Makes you wonder if the polls are correct. If the polls were correct, the democrats would have 2008 elections sewn up by trying to stop Bush and being blocked by republicans.
