The concept of a commons does not equate with public ownership. The most obvious commons are things that are difficult to own, such as the air that moves around us, or a sense of quiet in the neighborhood. Privately owned items can be treated as commons, for example traded music files. The government probably spends more resources policing the use of private commons than any other endeavor (at least prior to the Iraq war).
