The concept of a commons does not equate with public ownership.

They aren't exactly equal concepts. Things that have no claim of ownership at all would also be the commons. But public ownership can bring about a tragedy of the commons. Private ownership provides and incentive to preserve value. Public ownership, of something that's not easily secured (like all the trees in the country) provides much less incentive to preserve, and may provide an incentive to destroy.
