I know for a fact they do: One of my neighbors only bought (their first) computer from Dell so they would get out of paying 7% sales tax. Boy, were they angry. The husband even called up to complain.

Knowing my neighbors, I do assume they just did not pay attention to what the salesperson was telling them during their order call.
