There have been many missed opportunities in America. For instance New Orleans reelected a corrupt incompetent mayor. America does not have a history of nation building. Britain had a history of nation building, but the skills are mostly forgotten.

Iraq had been ravaged by a tyrannical dictator. Society was broken down. Rebuilding institutions is difficult enough without having to rebuild small and large communities.
