Teachers who don't achieve superior results for their students wouldn't get the incentive pay.

This would be no reason for the NEA to oppose the funding of a pool of money to give incentive pay. There's no proposal that the weakest teachers would get a pay cut, only that the best teachers would get a pay raise. So why in the world would the NEA be opposed to this????????????

You say its not too hard to figure out why but you would be guessing, so go ahead and guess, please.
