the "downside" of acting on Global Warming

I see the downside as the shutdown of Industry. The people involved want to turn off electrical power. They won't come right out in public and say so, but that is what the policies they propose would accomplish.

Clean water and air is a "utility" function. All societies take care of it as they get rich enough to do something about it. The lack of it in an Industrialized country, such as Russia and China, is a function of the Dictatorship present. But even the people there are now insisting on it.
