The "waste" problem is a red herring.

This sounds like someone who thinks the waste problem is over once it has been dumped into a trash can and hauled away by some civic vehicle. Those nuclear rods can create mischief for a long-long time, especially because the problematic material is so concentrated. You can never take your eye off of it, even long after you are not getting any power out of the plant.
