He should worry about both. You don't want the marine seargeant to feel free to commit war crimes because nobody is watching.

Elroy, the whole purpose of a terrorist war is to use the bodies of your own women and children as your human shields. To send regular cars packed with explosives into markets, then into the checkpoints when they are set up to try to protect the markets. After that happens a few times, it will also happen that troops at the checkpoint will shoot up any car that does not stop at the checkpoint but looks like it is about to slam into them. At some point, they will shoot an innocent family with a panicky driver.

They will feel horrible about this. The terrorists will rejoice, as it is a success for them. They are counting on the fact that their enemies value the lives of their own women and children more than they themselves do.

The BBC will write up the troops as war criminals. They have done this to both the Israelis and the Americans.
