My understanding is that all the shares must be accounted BEFORE the move to AMEX.

The move will wait until all certificates are turned in to the TA and new ones are issued. Since there is a huge short position and the OVIS shareholders have/will have most of the float in certificate form, we the shareholders can demand any price we want. The shorts must cover! When they do the price will skyrocket, since the demand will be greater than the supply.
