Sure. Great idea in theory, lousy in practice. Last time it was proposed was UN Partition of 1947, which the Zionists accepted and the Arabs refused. Both sides fought bitterly over Jerusalem, which was beseiged during the winter of 1947-1948. By the end of the fighting the Israelis took the western part of the city and the Jordanians took the eastern part with the Old City. The Jordanians then drove out all the surviving Jews and destroyed every synagogue and vandalized every cemetary.

What the Arabs really care about Jerusalem is that nobody else should have control over it. They keep expecting the Israelis to do to their shrines what they did to Jewish holy places, though it's obvious by now that the Israelis don't behave like that. Still they will never for a second agree to relinquish control. Nor will the Jews, knowing the Arab track record.

For another example closer to your origins, consider implementing your plan in Kashmir.
