The Jews were hated due to long seated religious bigotry, esp. in Germany, their ability to out-compete the neighbors (not all societies are as comfortable with competition as America), and their identifiability, which made them so very useful as a scapegoat.

Winston Churchill supported Zionism not because he disliked Jews, he didn't, but because he thought they were politically active movers and shakers. Where they could take part in national politics, like Britain, they would do so. But where they couldn't, like Russia, he thought they would become either Zionists or Bolsheviks. He much preferred Zionists.

Also many Englishman (surprisingly a historian has just produced evidence that TE Lawrence was a among them) hoped that Jewish nationalism could work hand in hand to build Arab nationalism, then just starting, and bring the 20th century to the Middle East. Though its hard to believe now, there were many Arab leaders who hoped the same.
