a) I was talking about moral justifications only. Cost vs. benefit analyses are typically done outside of a moral context.

b) There's always the risk of civilian casualties. Why was it OK for Clinton to bomb the crap out of Serbian civilians just to kick Slobby Milosevic out?

c) "Ends justify the means" is morally ambiguous. Just because the ends are desirable doesn't mean the means are justified or moral. Just because the ends are not desirable doesn't mean the means are injustified.
