1 - Many of the countries have a draft. They then pay very little (even by local standards) for military wages. Effectively they are seizing the military manpower, rather then paying for it. And the "seized assets" don't show up as an expenditure.

2 - "The Military expenditures dollar figure entry gives current military expenditures in US dollars; the figure is calculated by multiplying the estimated defense spending in percentage terms by the gross domestic product (GDP) calculated on an exchange rate basis not purchasing power parity (PPP) terms."

For the wealthier countries their isn't much difference using PPP or exchange rate but for China, India, and Russia using the straight exchange rate significantly underepresents the resources they spend on everything but imported weapons.

3 - China has funding for its military outside of the military budget, including both other budget items, and income from military owned corporations.

4 - China's estimate is from 2002. Their military spending has grown since then.

5 - We spend more because we are at war now, and also because we spend money rather than spending lives.
