The West Germans keep the East Germans alive by transferring billions of Euros to them every year. No changes here since 1990.
That is financed by a "temporary" 5.5% additional solidarity tax - called "soli" - which is extremely unpopular in the West.
Those funds were supposed to be used for investments only but surprise, surprise, that money is mainly used to cover the ever increasing deficits of the local East German communities.

Berlin is one of the worst of those cases.

There the local Socialists in power remain in power by coming up with all kinds of welfare promises to the voters and next financing those projects with easy and ample money from the West.
