Irony alert: is there a role for civilians in the reconstruction of Iraq? Allegedly, the US government is looking for "highly skilled and deeply motivated U.S. citizens to work as civilians assisting the Iraq Project and Contracting Office deliver services, supplies and infrastructure identified within the Iraqi Relief and Reconstruction Fund."
