the invasion of Iraq breathed new life into the organization. On an operational level, the United States chose to divert troops to Iraq rather than consolidate its victory in Afghanistan and increase its chances of hunting down bin Laden. Today, al Qaeda is reconstituting itself in the tribal areas of Pakistan

So, we "diverted" troops to Iraq and the alqueeda came back again on the border region of Afghanistan/Pakistan.....all that means is that al queeda and the taliblands would have come back in Iraq or elsewhere had we been all over Afghanistan...Or maybe even AMERICA, which has not seen an attack since 911....hmmmm
