China's stock market declined 9% overnight. Part of the reason may be that their market was closed last week for the new year and the Reserve Requirement increase occurred on Friday before vacation. (I think after the close.) So traders there have only had this week to react. Seasonality is rolling over in China as it is with most world stock markets, however. China's stock market rose nearly 200% in 2006.
