And just how big do you estimate that this religious network is? I have heard numbers varying from 10M to 100M wackos gunnin for any infidel or jew they can get their cowardly hands on.
Could be anywhere from 1 to 10% of the 1.4 Billion muslims alive.. But what they WANT to do (or rant publicly about what they want to do), and what they ACT UPON, are two different things.
Which is why we can best counter the Jihadist movement by supporting muslim governments that ALSO recognize the threat of these militants. We don't have to do this alone, but we need to continue "motivating" governments, as in Iraq, Afghanistan, and Pakistan as leading examples, to do what is necessary to thwart these groups.
This is going to be a long haul effort. It will not be resolved in the next couple of years, and maybe not even decades.
But the solution will not be found in waging an all-out war of extermination against the entire Muslim world.
What I'm saying is that we must oppose religious militancy (of any faith) where ever it is encountered. Some efforts will only require law enforcement action. But others will require military action by us, or preferably, local militaries.
There are reasons that so many young people are falling prey to the Jihadist message. Part of it is the Madrassa system you refer to. But also, part of it is lack of sophistication and education. The rest is due to people like GZ and their threats of nuclear annihilation of the Islamic world, or the belief that the US is waging a Christian crusade.
