DO you do a lot of highway driving? I do more bumper to bumper, which seems to eat up more gas. I've read the Hybrids to very well in bumper to bumper due to their regenerative braking etc. Anyway, my mpg has consistently underperformed the advertised number.

I think what the EPA did was go out and do some surveys. Then they found out people do more bumper to bumper driving, which eats up more gas. That in turn shifted their calculation, which reduced the mpg averages for most cars. I don't know. Just guessing.
