they SHOULD NOT! have the power to charge anything over a certain limit bases on current Fed Interest rates....and they MUST not be allowed to use information from other companies to jack up interest rates on cardholders that pay on time to THEIR company

Why not, when the debtor has signed a contract authorizing the creditor to do just that?
