This is like claiming the Mafia never existed because it didn't own a country. Exactly. They are very much like the Mafia. A loose bunch that sometimes got together to score big. Once they scored big, that was the end of them. Who was the most successful Mafia leader? What did he ever have? Maybe a body guard here and there. Maybe some expensive suits and cigars. Once they become successful, the feds, local law enforcement, and assorted informants are all over them.
