Of course it doesn't want responsibility, it wanted to "annex" them, as they did in Tibet, and as we did on the entire West Coast of the USA. "Those countries" cease to exist in 100 years as they become "Chinese" I think China would have probably done to all those countries what it has done to Tibet. One reason it hasn't been able to "annex" Vietnam, Laos, Cambodia and Thailand is American military presence which tells China that attempting to expand its borders is going to result in a lot of damage.
