That's wishful thinking if ever there was.

One ray of sunshine doesn't make a sunny day and one conference doesn't bring peace -- no better example of that than Israel which is a master of attending so-called peace negotiations with the Palestinians without any intention of seeking peace whatsoever, merely another excuse to blame the Palestinians for terrorism or acting in bad faith -- or not 'recognizing' Israel. And I have no doubt that the Iraqi talks will end in exactly the same way -- with the US and its pals blaming Iran and Syria for acting in bad faith and for interfering in Iraq.

But there's a personal, tactical reason for Bush (and the neocons) to hold these talks -- when the talks break up without anything constructive being achieved, as they will, Dubya can stick his finger in James Baker's nose and show him that Iran and Syria don't want peace, so there's nothing to be gained by talking.
