Coulda, shoulda, woulda ... why do we even have a CIA in the first place if they don't provide any actionable intelligence?

All of this really avoids the main question: Why should we ever give in to North Korea's nuclear brinkmanship? Whether they actually had the weapons, material, or the resources at the time is beside the point. All they need to do is simply threaten to destabilize the Far East, and they'll get what they want.
