I think if you attack before someone hurts you, then, suddenly, you are the bad guy. Why? Because people are prone to make mistakes about what will happen in the future. Our "intelligence" on Iraq should have proved that to most people. You can, of course, choose to react before you have been attacked, but I don't think that's wise. That is not to say I don't believe in defensive measures, but I don't believe in "retaliation" for events that have not occurred yet.
