Absolutely. Two possible ways 10% unemployment in Country A can be better than 5% unemployment in Country B:

1. Country B doesn't count people who have been unemployed too long to be on the unemplyment rolls too long as unemployed whiie Country A does, and Country B has high long-term unemployment.

2. If unemployed people in Country B are much more likely to live on the street and starve than in Country A.
