Let me see.......we are telling Kim not to develop nukes even though we have them. Its been my experience that when you tell someone you don't want them doing what you're doing, then you either force them to not do it, or you pay them off. Rarely does someone like Kim do something like that out of the goodness of their heart. Why is that so hard to comprehend?
