Isn't "fear of the unknown and a desire for stability" the main driver behind all conservative movements?

The answer depends on how you define conservatism.

For example, the Teamster's Union (trucker's union), a powerful force in the Democrat party, opposes the recent change in laws pursuant to NAFTA to allow Mexican truckers to drive on US highways.

The reasons given boil down to fear of the unknown ("they might be dangerous") and desire for stability ("they work for 1/3 of what members of our union work for").
